THE PLOT TO IMPOSE A NATIONAL SALES TAX OR A VALUE ADDED TAX

A devilish plot is afoot to impose new national taxes on the American People. It is a masterful piece of trickery because the authorization for the new national taxes is buried within Compact for America’s version of a balanced budget amendment to the US Constitution.

Furthermore, the balanced budget amendment does nothing to control federal spending; and transforms our Constitution from one of limited and defined powers to one of general and unlimited powers.[1]

Yet this monstrosity is pending in Michigan as SB 306, [2] and in North Carolina as HB 366. [3] Legislators in four States, Alaska, Georgia, Mississippi and North Dakota, have already passed it.

Let’s look at Sections 1-6 of Compact for America’s balanced budget amendment:

It does Nothing to Control Federal Spending

Section 1 allows Congress to spend as much as they take from us in taxes and add to the national debt. That’s a good idea?

Sections 2 and 3 permit Congress to raise the debt whenever 26 States agree. States are addicted to federal funds. Will 25 States agree not to take more federal funds?

Section 4 is a joke: Who believes Congress will impeach a President for refusing to “impound” an appropriation made by Congress? Congress won’t even impeach a President for Treason.

How Authorization for the New Taxes is Hidden

Section 5 says:

“No bill that provides for a new or increased general revenue tax shall become law unless approved by a two-thirds roll call vote of the whole number of each House of Congress….” [italics mine]

What is a “general revenue tax”? Section 6 defines it:

“…’general revenue tax’ means any income tax, sales tax, or value-added tax levied by the government of the United States…” [italics mine]

Now go back to Section 5 and substitute the definition of “general revenue tax” for that term:

“No bill that provides for a new or increased income tax, sales tax, or value-added tax levied by the government of the United States shall become law unless approved by a two-thirds roll call vote of the whole number of each House of Congress….”

There it is: All that’s needed is approval of two-thirds of the members of each House and a new national sales tax and/or value added tax is imposed on us. And they can increase it, along with increasing the income tax, whenever they get two-thirds of the members to vote for it.

Section 5 also permits Congress to make laws to impose a new “end user sales tax”[4] which would replace the income tax – this “end user sales tax” is passed by a simple majority of both houses.

So! Compact for America’s balanced budget amendment provides two options to Congress:

Two-thirds of the members of both Houses can impose a new sales tax and/or value-added tax in addition to the income tax; or
 A simple majority of both Houses can impose “a new end user sales tax” which replaces the income tax.

Which option will Congress choose?

Our Constitution Doesn’t Now Authorize a National Sales Tax or Value-added Tax

Article I, §8, clause 1 says:

“The Congress shall have Power to lay and collect Taxes, Duties, Imposts and Excises…”

Principles of Compact for America say this clause already authorizes a national sales tax or value added tax. Board Vice-President Chip DeMoss said on Feb. 12, 2014:

“a national sales tax would be an “impost” (defined as a tax or similar compulsory payment) that is authorized under Article I, Section 8, Clause 1…” [see comment 19].

We may not properly use DeMoss’ redefinition of “impost”

We must use the definition of “impost” our Framers used: The Federalist Papers say an “impost” is a tax or duty on imports. Type imposts in the search box [at the link] and the Papers discussing imposts will come up. See for yourself that an “impost” is a tax or duty on imports.

Webster’s 1828 Dictionary defines “impost” as:

“…Any tax or tribute imposed by authority; particularly, a duty or tax laid by government on goods imported, and paid or secured by the importer at the time of importation. Imposts are also called customs.”

Do you see?

National sales taxes and value-added taxes are also not “excise” taxes. Excise taxes are a tax on a unit of goods – such as the infamous whiskey excise tax of 1791 which led to the Whiskey Rebellion.[5] It imposed a flat tax per gallon. The tax was payable for domestic whiskey at the distillery (§17 of the Act) and the casks were numbered and marked to show the tax had been paid (§19 of the Act).

“Taxes” at Art. I, §8, clause 1 refers to the apportioned direct tax provided for at Art. I, §2, clause 3 of our Constitution.

Our Framers were specific about the kinds of taxes Congress is permitted to impose. Congress does not have the power to impose any kind of tax it wants. Our Framers limited Congress’ taxing power to:

the apportioned direct taxes at Art. I, §2, clause 3;
the duties or imposts on imports at Art. I, §8, clause 1; and
the excises at Art. I, §8, clause 1.

A sales tax is none of the above. A sales tax is a percentage of the retail price of goods. A value-added tax is a “turbo-charged national sales tax on goods and services that is applied at each stage of production, not merely on retail transactions” and raises a “gusher of revenue for spendthrift governments worldwide”.

We have never had a national sales tax or value added tax in this Country. Why? Because they are not authorized by the Constitution.

We were manipulated into supporting the 16th Amendment. We were told the income tax would “soak the rich” – and the envious drooled at the prospect.

And so again today, statists are seeking to trick us into supporting a national sales tax or a value added tax: first, by concealing it within the verbiage of the bill;[6] and now by claiming the Constitution already authorizes these new types of taxes.

There is a Better Way: Downsize the Federal Government!

Our Constitution limits federal spending to the enumerated powers. The list of objects on which Congress may lawfully spend money is a short list. See the list HERE.

Most of what the federal government does today is unconstitutional as outside the scope of the powers delegated by the Constitution. Let’s cut federal spending by downsizing the federal government to its enumerated powers and constitutional limits.

1. Congress’ spending is limited by the enumerated powers: If an object is on the list of enumerated powers (e.g., the patent & copyright office authorized by Art. I, §8, cl. 8), Congress may lawfully spend money on it. That’s how our Constitution already controls federal spending.
All versions of a balanced budget amendment change the constitutional standard for spending FROM whether an object is on the list of enumerated powers TO a limit on total spending where Congress may spend money on whatever they or the President put in the budget. This is what transforms our Constitution FROM one of enumerated powers only TO one of general and unlimited powers. And that is the true purpose of a balanced budget amendment. It has nothing to do with limiting federal spending – the pretended spending limits are fictitious since they may be waived whenever the feds [and 26 of the States] want to waive them.
2. Leon Drolet’s article of July 10, 2015, and Sam Easter’s article of July 8, 2015, about SB 306 pending in Michigan don’t mention the new national taxes.
3. Matthew Burns’ article about the hearing on HB 366 before N. Carolina’s House Judiciary Committee (which passed HB 366) doesn’t mention the new national taxes. Burns quotes the Bill’s sponsor, Rep. Chris Millis, as saying the problem is “Washington is unwilling or unable to limit itself.” So the solution is to massively increase Congress’ taxing powers?
4. “End user sales tax” is not defined in the balanced budget amendment.
5. Apparently, the practice of tarring & feathering “revenuers” began with the Whiskey Excise Tax.
6. The trickery was exposed over a year ago HERE. Since then, they have claimed the Constitution already authorizes the new taxes. Are we too gullible to be free?

Former Senator Jim DeMint was born in South Carolina in1951. He held the office of United States Representative for South Carolina’s 4th congressional district from 1999 to 2005. DeMint pledged to serve only three terms in the House, so rather than leave politics, in 2003 he announced his run for the Senate seat of outgoing Democrat Ernest Hollings in the 2004 election cycle. DeMint resigned from the Senate on January 1, 2013. When Edwin Fuelner recently retired from Heritage Foundation as president, former neo-con Senator Jim DeMint replaced him as president.

Free Trade, Fair Tax, and Privatization

Jim DeMint is a proponent of free trade, (more jobs leaving America), and why shouldn’t he be? Remember NAFTA was proposed by Heritage Fellow, and CNP member, Richard Allen. The former Senator is also for the privatization of social security, and the Fair Tax, which would end up raising taxes on all Americans, and leading to a Constitutional Convention, despite what proponents say. Link   Those same proponents state that a Constitutional Convention would be necessary to rid us of the 16th amendment (income tax). However, we didn’t need a Constitutional Convention to rid us of the 18th amendment, we simply had another amendment, the 21st, that nullified the 18th. Nevertheless, even the risk of passing an amendment in today’s climate of communism in America is extremely dangerous to our founding document of 1787.

Eliminating Spousal Benefit of Social Security

DeMint’s Heritage Foundation is also proposing eliminating the spousal benefit of social security. Link In other words, many women choose to take their husband’s social security, rather than their own, because most men make more money in their lifetimes than do women. Rachel Greszler, entitlements policy analyst for the Heritage Foundation, said the spousal benefit for Social Security has become outdated because many women have worked long enough to get their own payments. Greszler said figures showing women make 77 cents for every dollar that men make are faulty. She contended the accurate pay disparity is between five and seven cents. I would beg to differ with her, and I’d like to see where she found her statistics. These are the kind of egregious promotions the Heritage Foundation makes. For baby boomers, this could be a devastating loss of income for surviving widows.

The Balanced Budget Amendment

In the July, 7, 2011 issue of the Wall Street Journal, then Senator Jim DeMint joined with that other bastion of neo-conservative policy, then Senator Olympia Snowe of Maine, to urge a balanced budget amendment (BBA) in an article entitled, The Only Reform That Will Restrain Spending. The title is a total lie. Of course these lawmakers want a BBA! It would legalize their unconstitutional spending. Spending is limited by the “enumerated powers” listed in the Constitution. They don’t address the cause of the problem: Congress spends where they have no constitutional authority to spend. The BBAs don’t eliminate the unconstitutional spending; and they place no limits on the amount of the unconstitutional spending. The Congress will just continue to increase taxes on the American people to “balance” their budget. Bad idea! The BBA leads to the opening of a Constitutional Convention, which would be the final death knell to the Republic. The BBA tactic for a Con-Con has been used since the 70s. Membership in “The Family”

DeMint is a member of Doug Coe’s secretive “The Fellowship” or “The Family,” which has such members of so-called opposite political stances as DeMint and Hillary Clinton. Link Other members include Heritage’s Edwin Meese, and former Vice President, Al Gore.  Link Again, see Constance Cumbey’s five part article entitled, “The Family, and its hijacking of Evangelicalism.”

Jeff Sharlet wrote an expose on this political and religious group, entitled, The Family. He also had an article in Harper’s Magazine, in February of 2012, about the Family, entitled, Jesus Plus Nothing.

From Sharlet’s website, it states: 

Sharlet follows the story back to Abraham Vereide, an itinerant preacher who in 1935 organized a small group of businessmen sympathetic to European fascism, fusing the far right with his own polite but authoritarian faith. From that core, Vereide built an international network of fundamentalists who speak the language of establishment power, a “family” that thrives to this day. In public, they host the National Prayer Breakfast; in private they preach a gospel of “biblical capitalism,” military might, and American empire. Citing Hitler, Lenin, and Mao as model leaders, the Family’s current leader, Doug Coe, declares, “we work with power where we can, and build new power where we can’t.”

In his book The Family, Sharlet said Fellowship leader Doug Coe preached a leadership model and a personal commitment to Jesus Christ comparable to the blind devotion that Adolf Hitler, Joseph Stalin, Mao Zedong, and Pol Pot demanded from their followers. In one videotaped lecture series in 1989, Coe said,

“Hitler, Goebbels and Himmler were three men. Think of the immense power these three men had…. But they bound themselves together in an agreement…. Jesus said, ‘You have to put me before other people. And you have to put me before yourself.’ Hitler, that was the demand to be in the Nazi party. You have to put the Nazi party and its objectives ahead of your own life and ahead of other people.”

In the same series, Coe also compared Jesus’ teachings to the Red Guard during the Chinese Cultural Revolution:

“I’ve seen pictures of young men in the Red Guard of China…. They would bring in this young man’s mother and father, lay her on the table with a basket on the end, he would take an axe and cut her head off…. They have to put the purposes of the Red Guard ahead of the mother-father-brother-sister — their own life! That was a covenant. A pledge. That was what Jesus said.”

Networked Organizations of “The Family” 

World Vision International was one of the early organizations in the network of The Family. The Family was started by Abraham Vereide in Seattle in 1935. World Vision was started in California in 1950. The headquarters of World Vision are now in little old Federal Way, just 10-15 miles south of Seattle. Here is World Vision’s 2012-990, with over a trillion dollars in holdings.

According to Amnesty International News, World Vision International has endorsed the Universal Declaration of Human Rights and the United Nations Convention on the Rights of the Child. It claims to foster opportunities to help reduce conflict levels and to contribute to the peaceful resolution of hostilities and reconciliation of disputes. They also joined the United Nations peacekeeping efforts to help those affected by civil war. World Vision also started to openly promote the international ban on land mines.

Wilberforce Foundation 2012-990 filings confirm that Wilberforce is related to and shares common management with the Fellowship Foundation.

Traditional Values Coalition uses the C Street Center of The Family for “faith-based diplomacy” in the fight against what TVC’s head, Louis P. Sheldon, calls the “Marxist/Leftist/Homosexual/Islamic coalition.”

CNP member, Sheldon was an associate of fellow CNP member, Jack Abramoff, the Republican lobbyist jailed for influence peddling. Sheldon lobbied members of the US Congress to kill the Internet Gambling Prohibition Act. Abramoff directed his client, e-Lottery, to pay $25,000 to the Traditional Values Coalition.

TVC has also been linked to the Mariana Islands worker abuse scandal. The organization was used by Abramoff to pay for the trip of then-Congressman Bob Schaffer to visit the island. The Denver Post reported that the TVC paid the $13,000 travel bill for the trip, organized by Abramoff’s lobbying firm.

Abramoff’s lobbying team would prepare questions and “factual backup” for friendly lawmakers. Trips to the island for congressmen and staff would be a key tool to “build permanent friends,” the memo said. The congressional junkets to the Mariana Islands were designed to build support in Congress among Republican lawmakers to block labor and immigration legislation for the islands, which had been found to harbor squalid working conditions and abusive labor practices.

The Oak Initiative, founded by hyper charismatic, Rick Joyner of Morningstar Ministries, has a distinctly Dominionist/7 Mountains agenda “to raise up effective leaders for all of the dominant areas of influence in the culture, including: government, business, education, arts and entertainment, family services, media, and the church.” Joyner is heavily into biblical mysticism. Link It also has a Board full of Dominionist Religious Right activists including Janet Porter, Lou Sheldon, Rev. Samuel Rodriguez, Cindy Jacobs (head prophetess of the New Apostolic Reformation), Lt.Gen. W.G. “Jerry” Boykin (now VP of CNP member and UN-NGO Tony Perkin’s Family Research Council), and Marc Nuttle.

The Family and Os Hillman

The Family, aka The Fellowship, rent their C Street property where so many key legislators live, from Youth With a Mission, (YWAM). Doug Coe’s sons both work for YWAM. Here is Os Hillman’s Dominionist video that lays out The Plan to “Reclaim the 7 Mountains for the Kingdom of God.” It names Bill Bright of Campus Crusade, Francis Schaeffer of L’Abri in Lausanne, and Loren Cunningham of YWAM as sharing a common supernatural vision that started the movement.  The cross links with Doug Coe’s Family/Fellowship and the CNP are unmistakable. Please note however, that this video is put up by Dominionist, Os Hillman, who helped launch the 7 mountains movement. Link

I’ve been told by researcher and writer, Sarah Leslie, that this story, regarding the vision of Bright and Cunningham, was promulgated by Os Hillman, and that had Bill Bright actually had this vision, everyone at Campus Crusade for Christ (CCC) would have known about it. Tuesday, May 20 2014Dear I have just returned from Washington, DC. I attended the Council on National Policy (CNP) meeting, a gathering of 400 of the top national political conservative leaders in America. I was invited by a leader in the organization as a guest. I returned with hope for America by what others are doing that are in the trenches, fighting for America’s values, yet very sober that we are in a critical period in our nation. There are many change agents in this group. I met many in top leadership – congressmen, senators, judicial watchdogs, state representatives, and those in business. Met with president of Focus on the Family (Tom Minnery) on Public Policy, Gary Bauer, Jeff Johnson, CEO National Religious Broadcasters, and many others. Spoke briefly at a 30 person special luncheon for a group called Conservatives of Faith on the topic of using the 7 cultural mountains as a strategy for impacting our nation and the vision of Renewal of America. Bob Williamson (Renewal of America) and I had many strategic meetings sharing our vision to raise up 100 million Christians to pray, unify and stand in the gap for our nation. Some of the speakers at CNP were Newt Gingrich, George Barna, John Fund, National Review Columnist/American Spectator, Mark Levine (conservative radio talk show personality), Thomas Fitton, President, Judicial Watch, Inc and many, many others (this man discovered the latest Bengahzi email that led to special committee being formed). One group we are beginning to work with is the Congressional Prayer Caucus made up of Congressmen who gather to pray in room 219 at the Capitol before every vote. This caucus is being spread to state governments, now 14 established. They are partnering with our Renewal of America initiative assisting with the governmental center of influence board. There were many reports on what is taking place in our nation. The man who discovered the email that shows the whole Bengahzi talking points scandal now traces back to the White House core leadership shared in depth about what is taking place and how the White House is stonewalling the entire discovery process. They have to file lawsuits to get what they want. He told us to expect more things to come. He is also involved in the IRS discovery process and told us to expect more to come from that too. Leadership is optimistic that more conservatives will come into office in the midterms elections. George Barna spoke to us and gave us a snapshot of how the American Dream is radically changing.   • Work hard
  • Own a home
  • Fulfill marriage and family life
  • Take advantage of opportunities
  • Practice your faith of choice
  • Balance freedom and responsibility

Today there is a new dream taking place:

  • Work enough to get by
  • Customized family experience
  • Be spiritual but not religious
  • Demand freedom and rights
  • Entitled to personalized moral code
  • Situational truth
  • Advocate the new virtues
  • Happiness: comfort, convenience choices, connections, experiences
  • Unimaginable shift in our values

(This is not what the founding fathers envisioned). He did a survey among conservatives and found their attitudes as follows:

  • 84% concerned about the future
  • 99% country is headed in wrong direction
  • 99% govt is doing too much
  • 90% angry about the state of America
  • 94% morals and values are declining
  • 71% ready to engage in creating significant change

Many of our core foundations are eroding in America because of the most liberal president in the history of this nation. Yet, we know that the buck stops with us and we must ask for God’s mercy on our nation. We are in a process of judgment right now; it remains to be seen the level of judgment we will experience. God gives a nation a leader that mirrors the moral condition of the people. We must engage the body of Christ to pray, humble ourselves and engage in the battle for righteousness in our nation. A Council for National Policy meeting! So, we have the Dominionists from Doug Coe’s The Family, mixed in with the 7 Mountain Mandate Dominionists, all joining with the entire political neo-con Trotskyite right in the Council for National Policy. And there’s Jim DeMint right in the middle of it.

Who is Grover Norquist? Part 1

A nation can survive its fools, and even the ambitious. But it cannot survive treason from within. An enemy at the gates is less formidable, for he is known and carries his banner openly. I recently finished Jack Abramoff’s book, Capitol Punishment. Link Abramoff is a long time member of the secretive Council for National Policy (CNP) which I’ve often mentioned in previous articles. Link I found it interesting that throughout the book, Jack’s friends and co-workers were also CNP members; mentioned were Ralph Reed, Howard Phillips, Dick Armey, Tom DeLay, and Grover Norquist. According to an investigative report from the Senate Indian Affairs Committee on the Jack Abramoff scandal, released in June 2006, Norquist’s Americans for Tax Reform (ATR) served as a “conduit” for funds that flowed from Abramoff’s clients to finance grass-roots lobbying campaigns. Records show that donations from the Choctaw and Kickapoo tribes to ATR were coordinated in part by Abramoff, and in some cases preceded meetings between the tribes and the White House. Abramoff and Norquist are long time friends and in their youth they were partners in College Republicans.

Conservatives Gather For Annual CPAC Convention

At the end of the book, Abramoff states, “In my view, only the creation of a new organization dedicated to a serious agenda of reform can push the legislative changes which must be enacted to clean up our system. The organization should be modeled like the effective and powerful group Grover built, Americans for Tax Reform, and hold Congressional feet to the fire in the same forceful way ATR does it.” 

I read Abramoff’s final statement and I wanted to scream! Obviously he learned nothing during his stint in prison! Remember the words of Clinton’s mentor, Carroll Quigley, professor of history at Georgetown University and author of the 1966 book, Tragedy and Hope. “The argument that the two parties should represent opposed ideals and policies, one, perhaps, of the Right and the other of the Left, is a foolish idea acceptable only to doctrinaire and academic thinkers. Instead, the two parties should be almost identical, so that the American people can ‘throw the rascals out’ at any election without leading to any profound or extensive shifts in policy. Then it should be possible to replace it, every four years if necessary, by the other party, which will be none of these things but will still pursue, with new vigor, approximately the same basic policies.” 

Abramoff never mentioned anything in his book about Norquist’s membership in either the Council for National Policy nor the Council on Foreign Relations. Link In Carroll Quigley’s Tragedy and Hope, he said this about the CFR, “The Council on Foreign Relations is the American branch of a society which originated in England … [and] … believes national boundaries should be obliterated and one-world rule established.” 

The Real Grover Norquist 

Grover Glenn Norquist (born October 19, 1956) is an American lobbyist, claims to be a conservative activist, and is founder and president of Americans for Tax Reform. He grew up in Weston, Massachusetts and graduated in 1974 from Harvard where he obtained both a B.A. and an M.B.A.

Norquist is a member of the Board of Directors of the National Rifle Association and in 2010, he joined the advisory board of GOProud, an organization of conservative gay Republicans. He is also on the boards of the Hispanic Leadership Fund, the Indian-American Republican Caucus, and ParentalRights.org, an organization that wishes to add a Parental Rights Amendment to the United States Constitution. The dangers of trying to add an amendment to our Constitution today have been written about many times. With today’s political corruption, adding an amendment could easily lead to a Constitutional Convention and a new socialist/communist constitution. Link  Link.

Grover was the economist and chief speechwriter for the U.S. Chamber of Commerce from 1983-1984. Erica Carle wrote a three part article entitled, “Who is in Charge of the New World Order,” that exposes the Chamber’s one-world-order agenda.

Norquist was Executive Director for the National Taxpayers’ Union (NTU) from 1978 to 1982, the same years we fought the first accelerated drive for a Constitutional Convention under the guise of a Balanced Budget Amendment. James Dale Davidson founded the NTU in 1969 and was the major force for a Con-Con especially during the years Norquist was Executive Director. The ruse back then was a Balanced Budget Amendment, the same excuse they’re using today. Link

The ATR founder also supports Obama’s amnesty for illegal aliens and has been a facilitator of Islamist infiltration of the right. Even fellow CNP member Joe Farah of World Net Daily wants to dump Grover from the so-called “Conservative Movement.” Norquist is staunchly against Arizona’s immigration law and totally supports the 13 story Ground Zero Mosque, and  Imam Feisal Abdul Rauf.

American Legislative Exchange Council

ATR is a member of the American Legislative Exchange Council (ALEC). ALEC is a member of the Council for National Policy and was founded by Paul Weyrich, the former grand poobah of the CNP. ALEC is a corporate bill mill. It’s not just a lobby or front group, ALEC is one of the most powerful unelected councils in the country. Corporations hand to state legislators their “wish lists” of legislation to benefit their bottom lines. The membership of ALEC is 98% corporate and the corporate membership is the one that funds almost all of ALEC’s operations. They have bought their way into the process by which corporate lobbyists and special interest reps vote with elected officials to approve “model” bills. ALEC’s legislative leaders are responsible for getting the bills introduced and passed. They introduce the bills in their statehouses as their own brilliant ideas. They never disclose that corporations wrote and vetted these bills along with politicians behind closed doors at ALEC meetings. So, everyone who is a member of ALEC is influencing not only state bills, but likely most federal bills as well, written by corporations with vested interests…along with lobbyists like Grover. ALEC is also a long time supporter of a Constitutional Convention. More on ALEC in a future article.

Choice, Vouchers and Charter Schools

In 1995, Norquist was the keynote speaker at the National Conference on School Choice, which is sponsored by the National Center for Policy Analysis (NCPA). The NCPA is a free market think tank primarily funded by private foundations established by wealthy neo-conservative business families and billionaires, including Charles and David Koch. I wrote about David Koch in The Tea Parties, Part One. Koch is a member of the globalist new age Aspen Institute formerly headed by socialist UN member Maurice Strong, who wrote UN Agenda 21. Link How typical of Council for National Policy members like Norquist to argue for the communist School Choice.

Other Conference speakers included Paul Hill of the Rand Corporation.   RAND developed the mind control Delphi method in the 1950s for the U.S. Department of Defense. It was originally intended for use as a psychological weapon during the cold war. Also present was Peter Flanigan who was assistant to the president of the United States under Nixon and founded the Center for Education Innovation at the Manhattan Institute. The Manhattan Institute was founded in 1978 by none other than former Director of the Central Intelligence Agency, William Casey.

A number of Council for National Policy members are promoting School Choice, Vouchers, and Charter Schools including the Family Research Council, Eagle Forum, James Dobson formerly with Focus on the Family, and The Heritage Foundation.

Heritage was founded in 1973 by three CNP members, grand poobah Paul Weyrich, Edwin Fuelner and Joseph Coors. Richard Mellon Scaife, who funds both sides of the aisle was a major early contributor and has given a total of $19.6 million to Heritage. Scaife initially funded Heritage groundbreaking efforts to the tune of $900,000, and he currently serves as vice-chairman of the Heritage Foundation board of trustees. Link Scaife also funds Planned Parenthood and had a full page ad in the WSJ on April 4, 2011, stating, “Why Conservatives Should Oppose Efforts to Defund Planned Parenthood.”

Grover’s relationship with Heritage Foundation, started in 1994 when he worked with Newt Gingrich and the Heritage Foundation to draft the Contract with America. Charlotte Iserbyt, former Senior Policy Advisor in the U.S. Department of Education blew the whistle in the 80s on government activities withheld from the public. Here’s what she said about School Choice, “School Choice is the Trojan Horse to bring our country down. The tragedy of the matter is that many of our own people are involved in the demise of our Constitutional system of government and are willing to merge with Russia (the old Soviet Union). Charter schools are ungraded, continuous progress, mastery learning, come under the Effective School Research label, are international, involved with multinationals, and use the Skinner method.” Link Link Another wonderful article by Jed Brown that exposes the communist rot of School Choice is The Dirty Little Secret of School Choice and Charter Schools.

In a 1995 letter from Charlotte Iserbyt to Phyllis Schlafly, Charlotte exposes choice, vouchers, and Charter schools. Charlotte has the documented proof that Outcome Based Education (OBE) is communist and based on the 1933 Eight-Year Study drawn up by Progressive Education Association types (PEA being a communist front). These PEA members travelled back and forth to the Soviet Union in the thirties.

Charlotte also included the draft of a Charter School Initiative in Washington state by Jim Spady, a friend of new age futurist, Barbara Marx Hubbard, recommending a complete move from representative government to participatory government, using councils and unelected persons!  She attached copies of letters from those who supported Spady’s initiative along with letters from luminaries who supported this communist change to American education. They include former Reagan education czar, William Bennett, Tennessee Senator Lamar Alexander, and of course, Grover Norquist. I urge you to thoroughly read and research the people mentioned in Charlotte’s letter. It is essential people understand that Phyllis never responded to Iserbyt’s letter, and that they had worked closely together on education for many years with Charlotte providing Schlafly with most of her information for “Child Abuse in the Classroom.” By all means purchase The Deliberate Dumbing Down of America on Amazon.

Falsehoods Mark the Campaign for a Constitutional Convention

For one excellent reason, The John Birch Society has always opposed the creation of a constitutional convention (Con-Con) as authorized in Article V of the Constitution. The Society isn’t opposed to amendments and would support any that would cancel existing Amendments 16 (Federal Income Tax) and 17 (Popular Election of Senators). This could be done via the other route to adding an amendment noted in Article V, the passage of the measure by two-thirds of each house of Congress and then ratification by three-fourths of the states. This is the only route to adding an amendment that has ever been employed in the 228 years of the Constitution’s existence.

Having both houses of Congress agree to an amendment before sending it to the states for ratification is the safe route to adding any amendment. It was the route taken when Amendment 18 (Prohibition) was erased by Amendment 21. A Con-Con, however, would open the entire Constitution for change, even total erasure – which is what occurred in 1787 when a Con-Con assembled under the Articles of Confederation met with the sole assignment to revise the Articles. But because a Con-Con cannot be limited, America’s Founders used the power any Con-Con would have and scrapped the Articles. They then proceeded to write an entirely new Constitution, even changing the state ratification requirement from unanimous (under the Articles) to three-fourths in the new Constitution. Such a runaway could happen again because a Con-Con can’t be limited.

Most of today’s proponents of a Con-Con want to use it to add a Balanced Budget Amendment to the Constitution. Calling their proposal a “Convention of the States,” they claim that it can be limited. But, in reality, what they claim for a Convention of the States is a nothing but a Con-Con which can’t be limited to a single topic. Some of these proponents also claim that John Birch Society Founder Robert Welch and Congressman Larry McDonald, his 1983 successor, advocated the Con-Con route in favor of the “The Liberty Amendment.” This proposed amendment, written more than 50 years ago by Willis Stone, is a brief proposal whose most appealing feature would require the federal government to divest itself of every “business, professional, commercial, financial or industrial enterprise except as specified in the Constitution.” The money saved would enable the Federal government to abolish the federal income tax – another clause in the proposed amendment.

But neither Robert Welch nor Larry McDonald nor this writer (current JBS President) has ever advocated a Con-Con on behalf of the Liberty Amendment or any other amendment. After sponsoring Willis Stone for a speech in 1965, I became quite friendly with him (he is deceased). He even implored me to accept appointment as a state chairman for the amendment; a request I declined because I was already overloaded with other commitments. But I discussed the matter with Mr. Stone at length and knew that his plan sought to have state legislatures pass a resolution asking Congress to create a Con-Con was simply a tactic to call attention to his proposal. He very clearly explained to me that he feared a Con-Con. He expected that members of Congress, themselves fearful of what might happen if a Con-Con were created, would use their Article V authorization to propose the amendment directly and singly in both houses of Congress (the alternate method for starting the amendment process spelled out in Article V). When the number of state legislatures calling for a convention approached 34, he was certain that Congress would act and turn to the far safer portion of Article V to accomplish the first step toward passage of the Liberty Amendment.

I vividly recall questioning Willis Stone about the danger that 34 states would indeed call for a Con-Con. I noted that if that number of state applications for a convention were reached, then the Constitution requires that Congress “shall call a convention for proposing amendments.” He emphatically assured me, “No, I don’t worry about that because no one is stupid enough to want a Con-Con. We know what happened when the Con-Con met in 1787; its members cancelled the Articles of Confederation. If a Con-Con were held today [1965], it could and likely would lead to cancellation of the present Constitution and put in its place something far different.”

I know that Robert Welch never wanted a Con-Con. I know of no JBS official who wanted it. I never discussed the matter with Larry McDonald, but I’m sure he discussed it with Robert Welch. Anyone who claims that JBS leaders (past or present) ever intended to have Congress create a constitutional convention either doesn’t know what he or she is talking about or is being deceitful.
